feat: add version and changelog update to pipeline
continuous-integration/drone/push Build is passing
continuous-integration/drone/pr Build is passing
This adds a pipeline step to manage versions and the changelog file.
The files `.version.json` and `CHANGELOG.md` are also added with initial values.
